Transfer of Knowledge of UNIMINUTO's comprehensive model with emphasis on Technological training to Ivory Coast and Benin in Africa

Education for Development

"In addition to the centres of public education, higher level private entities having objectives of public interest must play an important function" (UNESCO), 2009. To achieve productivity and competitiveness of nations and the development of their peoples, higher education of quality, access and a diversity of programmes must be strengthened.

In Colombia, public policy favours the growth and consolidation of public and private higher education. According to the Ministry of National Education (MEN) the coverage of higher education is 42.4%. University-Business-State alliances are making it possible to increase spaces and regionalize tertiary education. There are 9,824 academic programmes certified by the MEN, and 798 programmes of high quality. In 2013, 79.6%of the graduates testified to the quality of the education system through entry into the formal job market, thanks to the pertinence of the programmes.   

Ivory Coast faces important challenges in its higher education: expansion of coverage, diversification of pertinent academic offerings, distance and virtual education, training of educators, involvement of graduates into the productive sector, support for enterprise and the need to reduce dropout rates.

Benin has development needs similar to those of Ivory Coast, although more accentuated. Both countries have invested their own resources and cooperation in highway infrastructure, basic sanitation and primary and seconder education, but the great challenge to social development and economic growth lies in tertiary education.

 

Context for South-South Cooperation

South-South Cooperation. Contributing to improving development rates in Africa is also a task for Latin American countries, in triangulation with developed countries. "Colombia is going to initiate cooperation processes with regions of growing interest in its foreign policy, like Asia and Africa" (Ministry of Foreign Relations of Colombia, strategic plan 2012-2014).

Colombia in Western Africa. Colombia opened its embassy in Accra, the capital of Ghana, through the "Pacific Alliance" (Colombia, Mexico, Chile and Peru), which seeks to increase flows of investment and commerce in services among its members and the rest of the world.

Support from other Governments. The task force is holding conversations with functionaries from cooperation agencies in Spain and Germany. The success of the project depends on support with financial resource from entities and countries of the "developed world".

 

General Description of the Project

Problem: ¡How to contribute to the sustainable social development and economic growth of the peoples of Benin and Ivory Coast through higher technological education, taking advantage of the CJM in these countries and the experience od the Corporación Universitaria Minuto de Dios-UNIMINUTO in Colombia?

Objective: Transfer the UNIMINUTO comprehensive education model to the Congregation of Jesus and Mary in Africa, to contribute to the social development and economic growth of its communities through the creation of a Technological University Institution in Abidjan (Ivory Coast) and in (Benin).

 

PHASE I

Preparation 2013 - 2014 (2 years)

Systematization and transfer of the UNIMINUTO model to the CJM in Africa. Search for international cooperation resources of the systematization of the UNIMINUTO model. Training of human talent, feasibility study in the receiving countries in order to launch the Eudist African Institute Technological University (IUTEA) and negotiating with the governments to support the project.

 

PHASE II

Implementation 2015 - 2017 (3 years)

Start-up of the IUTEA. Obtaining resources for the construction and outfitting of the IUTEA, provision of teaching materials, laboratories and ICT (Information and Communication Technology), definition of the portfolio of academic programmes and services and the strategy for financing the enrolment and academic success of the students. Formation of the first groups and graduation of the first graduates.

 

PHASE III

Consolidation 2018 - 2020 (3 years)

Consolidation of the IUTEA. Offering of new programmes and regional expansion to other communities through distanceand virtual education, programmes for articulation with secondary education and support for communities, research with projects on sustainable development, businesses and creation and strengthening of productive units, resource management and development of funds for financial autonomy and generation of capital surplus for investmen.
